Yes. Tickets are available for free at livingportrait.nyc. No reservation required. Your ticket will grant one time access to The Living Portrait of NYC where you get a chance to explore the various rooms.

You can get to the Living Portrait of NYC by the the M1, M2, M3, M55 or M23 busses, the F, M, N, R, or W subway trains to 23rd St. or the PATH train to the 23rd St. station.

There are several garages nearby.
